The Health Planning Council of Northeast Florida, Inc. has been addressing the health care needs of Baker, Clay, Duval, Flagler, Nassau, St. Johns and Volusia Counties (District 4) for more than 37 years under a variety of federal, state and local health planning initiatives

The Council's mission is to provide coordinated health planning services designed to enhance the provision of accessible, affordable, and high quality health care services to everyone in Northeast Florida.

The Council strives to meet its mission through research, planning, and educational activities using a community-based approach. The Health Planning Council of Northeast Florida is known to be an objective source of health care information for the community.

The Health Planning Council collaborates with local health care providers and policy makers to affect change in the health care system and continually strives to improve the quality, access and affordability of health care for all citizens of Northeast Florida.

The American Lung Association of Florida

The American Lung Association of Florida is a private, not-for-profit voluntary health agency whose mission is to prevent lung disease and promote lung health. Naval Hospital Jacksonville Wellness Center
The Naval Hospital Wellness Center is proud to be a sponsor of smokefreejacksonville.com. Our mission is to provide and support programs aimed at health promotion and disease management, including tobacco cessation. Not only do we feel strongly that a tobacco-free community contributes to improved performance and productivity among all personnel, it also improves the health and well being of the community in general. We have been active participants with The Duval County Coalition for the past five years and are excited to the possibilities that smokefreejacksonville.com will provide to the local community.

The Health Promotion Program at Navy Environmental Health Center supports and consults with Naval Hospital Jacksonville Wellness Center on Tobacco issues and programs!

The Navy is working with the other services in a DoD(Department of Defense) effort to reduce tobacco useage in each branch and across all the services and in family members. The AATURC(Alcohol Abuse and Tobacco Use Reduction Committee) is spearheading and addressing tobacco prevention and use in the military. The AATURC is focusing on- military education and training programs, policies, compliance with current practices and policies, increasing tobacco product pricing at military installations to no more than 5% below local competitive rates and prices, developing centralized reporting and surveillance systems to track tobacco use, and developing early prevention, intervention and best practice tobacco programs. 

In the medical setting, clinical preventive services are provided according to the national and military Put Prevention into Practice campaign and program. At each medical encounter, tobacco useage (smoking and smokeless) is assessed and screened as the fifth vital sign, and those individuals who use are encouraged to quit the habit and nicotine addiction. Naval Hospital Jacksonville has served as a pilot and model site for the Navy and DoD Put Prevention Into Practice Program. The Navy follows the AHCPR Guidelines for tobacco cessation and in addition has developed their own guidelines in conjunction with the VHA for the primary care setting. Service and family members are assessed in their readiness to change their tobacco behavior and are provided assistance- in the forms of motivational encouragement, counseling, support, educational materials, and developing an individualized quit plan. Since the vast majority of hooked tobacco users quit on their own, they are encouraged to do so. For the hard core and heavily addicted smoker/dipper/chewer who is unable to quit on thier own, every Navy medical treatment facility Health Promotion Program offers a comprehensive tobacco cessation program. The typical Tobacco cessation program is a group, using a class format which offers behavior change assistance and strategies plus pharmacotherapy adjuncts if needed- such as Nicotine Replacement Therapy- patches or gum, or the medication Zyban, to assist with nicotine withdrawl. The class is generally four to five sessions, lead by a trained Tobacco cessation facilitator.

The Navy also partners with the American Cancer Society for the Great American Smoke Out Day every November! This awareness and education/motivation program offers another opportunity for the sailor, marine and family to quit smoking and dipping!

Also, the Health Promotion Program at NEHC has developed a website for Tobacco Cessation which may be found at http://www-nehc.med.navy.mil/hp.

Another strategy that the Navy is using to address Tobacco is the smoke free workplace. The Navy has banned the use of Tobacco in the work setting to discourage useage and to promote health, and has set up special designated smoking areas away from the worksite.

The AATURC is working with all services to promote tobacco free settings in all base locations- such as the clubs, bowling alleys and other MWR locations.
